Importing Service Robots into the UAE: Certification, Duty, VAT and Clearance (Draft)

Scope. Commercial import of China-made service robots (delivery, serving, cleaning) and robot vacuums into the UAE mainland. Free zones, re-export and customs suspension work differently and are not covered here. Every figure below is quoted from the cited page on the retrieval date shown. Where we could not find an official source it says not verified . No price in this guide is a quote.

1. The four gates, in order

  1. Product conformity (MoIAT). For products that fall under a UAE technical regulation, MoIAT issues a UAE Certificate of Conformity. The application needs a valid UAE trade licence (or a UAE ID for individuals) and a test report from an accredited laboratory, plus an online declaration of conformity continuity.[source, retrieved 2026-10-05]
  2. Radio / telecom approval (TDRA). Anything with Wi-Fi, Bluetooth or cellular needs a TDRA check. See section 3.
  3. Customs entry, duty and VAT. See sections 4 and 5.
  4. Release. Customs release for telecom equipment needs a TDRA permit per shipment. See section 3.

2. Product conformity: MoIAT, ECAS and EQM

  • MoIAT’s page says the certificate applies to “products subject to technical regulations” set by MoIAT decisions.[source, retrieved 2026-10-05]
  • Listed fees on that page: AED 620 to register a product request, AED 500 for technical review of documents per certificate, and AED 2,500 for issuing the certificate. Stated service time: one and a half working days (after documents are in).[source, retrieved 2026-10-05] These are government fees only. Laboratory testing and any certification-body fees are extra: not verified .
  • SGS, which describes itself as appointed by MoIAT for the product conformity programme, says regulated products need an ECAS or EQM certificate, that an ECAS certificate is valid one year and renews annually, and that an EQM certificate is valid three years.[source, retrieved 2026-10-05] (Certification body page, so a secondary source for MoIAT’s rules.)
  • What the official MoIAT CAD sheet shows (opened 2026-10-05). MoIAT’s “List of technical requirements for regulated products” (CAD Regulated Sheet) includes a row for Low Voltage Electrical Products (Board Chairman Decision No. 26 of 2009). That row asks for IEC CB Test Reports and Certificates, photos of the rating plate, Arabic/English user manual and UAE plug compliance (BS 1363 / BS 546 as applicable). The sheet’s product-name field for that row is the regulation title itself; it does not enumerate “robot”, “service robot” or “vacuum cleaner” as separate named lines.[source, retrieved 2026-10-05]
  • Robot vacuums vs service robots. Certification-body catalogues (THE Q; TÜV SÜD UAE factsheet) list Vacuum cleaners among ECAS Low Voltage Electrical products.[source, retrieved 2026-10-05] [source, retrieved 2026-10-05] Those are secondary sources. Whether a given delivery / serving / cleaning service robot falls under the MoIAT LVE decision is still not verified on the official CAD sheet (not named there). Confirm the model with MoIAT or a notified body and ask the supplier for any existing ECAS papers.
  • Is a CE mark enough? We found no official MoIAT statement that a CE mark replaces a UAE Certificate of Conformity. MoIAT’s service page requires applying for a UAE certificate for products subject to technical regulations, with an accredited-laboratory test report.[source, retrieved 2026-10-05] The CAD sheet for Low Voltage Electrical Products asks for IEC CB Test Reports and Certificates as application evidence — that is input to the UAE process, not a substitute for the UAE certificate itself.[source, retrieved 2026-10-05] Treat CE as useful safety evidence only until MoIAT or a notified body says otherwise for your model.

3. Wireless: TDRA registration, type approval and shipment permits

Most commercial service robots and robot vacuums include Wi-Fi or Bluetooth (check your model’s datasheet). For radio and telecom equipment the TDRA route is:

Each shipment Section 5 of the same PDF: the importer must obtain Type Approval first, then apply to TDRA for customs clearance for each shipment. Commercial clearance is for a registered UAE-based manufacturer or importer holding Type Approval for that equipment.[source, retrieved 2026-10-05]

Two limits worth knowing:

  • The supplier-registration route is built around a UAE-licensed importer, manufacturer or distributor.[source, retrieved 2026-10-05] If you sell from China, your UAE distributor usually carries the registration. Who may hold it in practice for a given model: not verified .
  • The regulation also says some radio equipment needs a separate spectrum authorization from TDRA.[source, retrieved 2026-10-05] Whether the radios in a given robot need it: not verified .

4. Customs duty

  • The GCC Customs Union document (January 2003) states an External Common Customs Tariff of 5% on foreign imports, with listed exemptions.[source, retrieved 2026-10-05] That is a 2003 summary. Tariffs have since moved to a 12-digit structure. For the UAE, the integrated tariff is published by Dubai Customs.[source, retrieved 2026-10-05]
  • The duty rate for your robot’s HS code: not verified . Channels checked on 2026-10-05: Dubai Customs HS Code Search / Al Munasiq (login wall; no rate returned without an account),[source, retrieved 2026-10-05] and the Dubai Customs 12-digit transition deck (describes the tariff system, does not publish line-by-line rates).[source, retrieved 2026-10-05] Do not assume 5% for your model; get the 12-digit HS code and rate from a UAE customs broker or Al Munasiq.
  • Import value for VAT (official). FTA Federal Decree-Law No. 8 of 2017 (PDF opened 2026-10-05), Article 35: the import value consists of the customs value under Customs Legislation, including insurance, freight and any customs fees and Excise Tax paid on the import.[source, retrieved 2026-10-05] Article 3 sets the standard VAT rate at 5% on any supply or import in scope.[source, retrieved 2026-10-05]

5. VAT on import

  • Not VAT-registered: pay import VAT through the FTA e-Services portal before clearance.[source, retrieved 2026-10-05]

Illustrative arithmetic (not a quote)

Using a made-up CIF value of 10,000 and the 5% rates above, if your HS code carries 5% duty: duty = 500; VAT base = 10,000 + 500 = 10,500; VAT = 525; taxes before any fees = 1,025. This only shows how the pieces stack. The duty rate for your product is not verified , and fees and local costs come on top.

7. Pitfalls to avoid

  • Treating a CE mark as the whole answer. See section 2.
  • Forgetting the wireless step. A robot can be conformity-certified and still stopped at the border for missing TDRA paperwork. Plan the per-shipment TDRA permit into your lead time.
  • Wrong or vague HS code. The tariff line drives duty. Get it confirmed before you quote a customer.
  • Under-declared value. Declare the real transaction value; customs can challenge it.
  • No UAE importer of record. MoIAT and TDRA both ask for a UAE trade licence on the applicant side. If you are an overseas seller, agree early who holds the licence and the certificates.
  • Assuming rules are static. The FTA, MoIAT and TDRA pages quoted here were checked on 2026-10-04 and can change.

  • MoIAT CAD sheet opened (2026-10-05): LVE row present; robots/vacuums not named as separate lines. Secondary lists name vacuum cleaners.
  • Ask each supplier (Keenon, Huaxiang Zhixing, AGIBOT, vacuum brands) for the model’s existing ECAS/GCC/TDRA/CE papers. Do not state any model is certified until you hold the document.
  • Look up the UAE 12-digit tariff line and rate for each robot type in Al Munasiq or with a broker. Section 4 still gives no line rate on purpose.
