Importing Service Robots into Saudi Arabia: SABER, CST, Duty and VAT (Draft)
Scope. Commercial import of China-made service robots and robot vacuums into the Kingdom of Saudi Arabia. Every figure is quoted from the cited page on the retrieval date shown. Where we could not find an official source it says not verified . No price in this guide is a quote.
1. The gates, in order

2. SASO and the SABER platform

Gulf (GSO) low-voltage rules that may sit behind SASO
SASO also issues a Gulf Conformity Mark certificate for low-voltage electrical devices under the Gulf technical regulation.[source, retrieved 2026-10-05] GSO List No. (2) TC143307-01 (PDF opened 2026-10-05) names the 13 categories that need the Annex (4) conformity assessment. 3. CST: telecom and radio equipment

4. Customs duty and valuation
- Saudi Arabia applies the integrated GCC tariff at the 12-digit level from 1 January 2025.[source, retrieved 2026-10-05]

5. VAT on import
- ZATCA’s VAT guideline (May 2026, second edition) says VAT at 15% is imposed on all goods imported into the Kingdom regardless of classification or customs duty rate, with a limited list of exemptions.[source, retrieved 2026-10-05]
- The same guideline says the value for import VAT is the customs value plus excise tax, customs duties and other charges, excluding VAT.[source, retrieved 2026-10-05]
- The importer must be licensed to import into the Kingdom and identified on the declaration (for example by commercial registration number, code 700, Saudi ID or GCC ID). A person who is not licensed may complete import through an agent or representative.[source, retrieved 2026-10-05]
- VAT-registered importers can ask ZATCA for approval to account for import VAT on their VAT return instead of paying at the border, subject to conditions in the guideline.[source, retrieved 2026-10-05]
Illustrative arithmetic (not a quote)
Using a made-up CIF value of 10,000 and the 5% and 15% rates above, if your HS code carries 5% duty: duty = 500; VAT base = 10,000 + 500 = 10,500; VAT = 1,575; taxes before any fees = 2,075. This shows how the pieces stack. The duty rate for your product is not verified , and fees come on top.

7. Pitfalls to avoid
- Skipping the shipment certificate. If the 2025-10-01 rule applies to your goods (see section 2, secondary source), shipment papers must exist before the declaration.
- Treating CST as optional for Wi-Fi robots. The bylaws require approval for telecom and IT devices.
- No licensed importer. The customs declaration needs an identified, licensed importer or an agent.
- Assuming a GCC neighbour’s clearance carries over. ZATCA’s guideline says that during the transitional period a taxable person moving goods into the Kingdom from another GCC state is treated as importing them for VAT purposes.[source, retrieved 2026-10-05] Whether SABER/CST papers also transfer: not verified .
- Valuation shortcuts. ZATCA has set methods for customs value; an invoice that omits freight or handling that belongs in the value invites a dispute.
- Assuming rules are static. Saudi duty and conformity rules have changed recently (12-digit tariff in 2025). Recheck on the day you quote.
