Importing Service Robots into Oman: Omani Conformity Scheme, TRA Type Approval, Duty and 5% VAT (Draft)
Scope. Commercial import of China-made service robots (delivery, serving, cleaning), industrial robots and robot vacuums into the Sultanate of Oman (not free zones). Humanoid robots are not covered. Every figure below is quoted from the cited page on the retrieval date shown. Where we could not find an official source it says not verified . No price in this guide is a quote.
1. The gates, in order
- Product conformity (Ministry of Commerce, Industry and Investment Promotion, MoCIIP – standards and metrology) for low-voltage electrical products in scope. See section 2.
- Telecom import permit and type approval (TRA) for radio-capable equipment. See section 3.
- Customs declaration in Bayan (Directorate General of Customs),[source, retrieved 2026-10-06] duty and 5% VAT.[source, retrieved 2026-10-06] See sections 4 to 6.
2. Product conformity: Gulf regulation adopted in Oman, Omani scheme
- Gulf regulation made binding. Ministerial Decision No. 4/2017 (Ministry of Commerce and Industry, 5 January 2017) adopts the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances BD-142004-01 as a binding technical regulation in Oman, effective six months after publication in Official Gazette No. 1177 (15 January 2017).[source, retrieved 2026-10-06] (Qanoon.om is a legal database that reproduces the gazette text.)
- What the Gulf regulation asks. It covers equipment rated 50–1000 V AC or 75–1500 V DC; the importer must make sure products bear the Gulf Conformity Marking (G-mark) and must draw up an Importer Declaration of Conformity.[source, retrieved 2026-10-06] GSO lists 13 categories that need Gulf Type Examination by a Notified Body, including “chargers”; robots and robot vacuums are not named.[source, retrieved 2026-10-06]
- Omani scheme on the Hazm platform. Hazm, run by MoCIIP with GSO, lists an “Electrical Appliances (OM-LV)” scheme – “Oman Technical Requirements for Low Voltage Electrical Equipment and Appliances” – with a certificate validity of 1 year.[source, retrieved 2026-10-06] The product list behind that scheme did not load for us: not verified on the official platform.
- Vacuum cleaners (secondary source). TÜV Rheinland, which says it is a Notified Body designated by Oman’s standards directorate, writes that the Omani scheme came into force on 5 June 2022 and that stage 1 covers dishwashers, washing machines and vacuum cleaners for household use of a power not exceeding 3000 W with a dust receptacle not exceeding 50 L; certificates last one year.[source, retrieved 2026-10-06] Whether a given robot vacuum is classified under that scope: not verified against an official Omani list.
- Wider scheme (secondary). TÜV Rheinland also reports that Oman notified the WTO on 17 December 2024 of product categories under Ministerial Decree 190/2021, including low-voltage electrical products, with a first stage from 1 March 2025.[source, retrieved 2026-10-06] We did not open the WTO notification itself: not verified .
- Customs permit for low-voltage equipment (official). The Directorate General of Customs lists a “Permit to Import Low Voltage Electrical Equipment” issued with MoCIIP (Standards and Metrology). The applicant submits the manufacturer’s or importer’s declaration of conformity and a product test report from the Directorate General for Standards and Metrology; documents are the invoice, the declaration of conformity and a goods-release request; fee OMR 5; approval within two hours of application.[source, retrieved 2026-10-06] Whether a service robot needs this permit: not verified .
3. Wireless: TRA import permit and type approval

4. Importer registration and the customs declaration
- Bayan users. Companies and establishments registering users in the Bayan customs system must be registered at the Ministry of Manpower; registration fee 10 Omani Rials per person.[source, retrieved 2026-10-06]
- Declaration. The declaration is generated in Bayan with commercial invoices, the manufacturer’s certificate of origin and any permits the item needs; fee 15 Omani Rials for companies (5 for individuals).[source, retrieved 2026-10-06]
- The TRA import permit also needs an active Omani commercial registration (section 3).[source, retrieved 2026-10-06]
5. Customs duty
- The GCC Customs Union document (January 2003) sets a 5% External Common Customs Tariff on foreign imports, with listed exemptions.[source, retrieved 2026-10-06]
- Oman Customs offers a duty-calculation service by HS code or goods name.[source, retrieved 2026-10-06] Its public HS search needs a captcha, so we did not retrieve a line.
- The duty rate for your robot’s HS code: not verified . Use the Oman Customs calculator or ask your broker; do not assume 5%.
6. VAT on import (5%)
- Oman VAT Law (Royal Decree 121/2020, English translation by the Tax Authority), Article 36: tax on the import and supply of taxable goods or services is 5% of the taxable value.[source, retrieved 2026-10-06]
- Article 34: the taxable value of imported goods is the customs value under the Common Customs Law plus any taxes or other charges due on import.[source, retrieved 2026-10-06]
- Article 84: the Directorate General of Customs collects VAT on imported goods. Article 86: a taxable person may ask to defer import VAT to the tax return for the period of import, under conditions in the Regulations.[source, retrieved 2026-10-06]
Illustrative arithmetic (not a quote)
Using a made-up CIF value of 10,000 and if your HS code carries 5% duty: duty = 500; VAT base = 10,000 + 500 = 10,500; VAT at 5% = 525; taxes before fees = 1,025. The duty rate for your product is not verified , and permit, TRA and broker fees come on top.
7. Lithium batteries in transit
- IATA’s 2026 Battery Guidance Document: lithium-ion batteries installed in a robot ship by air as UN 3481, contained in equipment (PI 967); batteries packed separately as UN 3481, packed with equipment (PI 966). From 1 January 2026, PI 966 batteries (Section II above 2.7 Wh) must be at a state of charge not exceeding 30%; for PI 967 a 30% state of charge is strongly recommended but not mandatory.[source, retrieved 2026-10-06]
- Manufacturers and distributors must make the UN 38.3 test summary available.[source, retrieved 2026-10-06] Sea-freight (IMDG) rules and any Omani port rule for batteries: not verified .

9. What we could not verify
- Whether service robots (delivery / serving / cleaning AMRs) fall under Oman’s low-voltage scheme or need the customs LVE permit.
- Whether a robot vacuum fits the stage-1 “vacuum cleaners” scope (secondary source only); the Hazm product list did not load.
- The WTO notification of Ministerial Decree 190/2021 (secondary source only).
- TRA fees, certificate validity and processing time.
- The duty rate for any robot HS line.
10. Pitfalls to avoid
- No Omani commercial registration. TRA issues the commercial import permit only to entities with an active Omani CR.
- Missing permits in Bayan. The declaration service asks for permits where the item needs them.
- Forgetting VAT on top of duty. The VAT base includes charges due on import (Art. 34).
- Assuming rules are static. Pages here were checked on 2026-10-06 and can change.
