GCC Import Overview for China-made Service Robots: One Customs Union, Several Rulebooks (Draft)
Scope. A map of the six GCC states for importers of China-made service robots and robot vacuums. Detailed guides now exist for all six states (links in section 3). The Qatar, Kuwait, Oman and Bahrain rows below were added on 2026-10-06; anything we could not confirm is marked not verified .
1. What is shared
- Customs union. A GCC Secretariat document (January 2003) describes a customs union with an External Common Customs Tariff of 5% on foreign imports, with listed exemptions.[source, retrieved 2026-10-05] The same document says that, for goods subject to protective duties in a destination state, the first entry port collects 5% and the difference is collected at the destination.[source, retrieved 2026-10-05]
- 12-digit tariff. Saudi Arabia’s customs authority states that the integrated GCC tariff is applied at the 12-digit level from 1 January 2025.[source, retrieved 2026-10-05] Whether each other state adopted it on the same date: not verified (a commercial guide says the GCC has moved to 12 digits[source, retrieved 2026-10-05] , and the UAE’s Dubai Customs publishes an integrated tariff file[source, retrieved 2026-10-05] ). - Gulf technical regulations (GSO). List No. (2) TC143307-01 (PDF opened 2026-10-05) names 13 categories that need Annex (4) assessment. Item 12 is “Plugs, Socket outlets, Adaptors, Cord Extension Sets and chargers” (HS examples 85 44 42 20 and 85 36 69 10). 3. How the same robot meets different rules
A Wi-Fi delivery robot with a mains charger can face up to four separate checks: product conformity (national), possible Gulf low-voltage rules (shared, if in scope), telecom approval (national) and customs plus VAT (shared tariff, national VAT). In the UAE the authorities ask for a UAE trade licence on the applicant side for MoIAT and TDRA; in Saudi Arabia the customs declaration needs a licensed importer or agent. 5. Pitfalls to avoid
- “GCC-approved” assumptions. A shared customs union does not mean one certificate. The table above shows separate national schemes.
- Moving goods between GCC states without checking. ZATCA’s guideline says a taxable person moving goods into Saudi Arabia from another GCC state is treated as importing for VAT during the transitional period.[source, retrieved 2026-10-05]
- Quoting a landed price before the HS code is settled. Duty depends on the tariff line.
- Relying on blog summaries. Use the authority pages linked here and note the date you checked.
- Skipping the broker. Customs rules change; a licensed broker in the destination country keeps you current.
